Door open on anti-nuke mission: Downer
Foreign Minister Alexander Downer says Australia has not ruled out a
military contribution to assist in stopping vessels and planes
suspected of carrying nuclear weapons.
Eleven nations are taking part in talks in Brisbane today on ways of
stopping rogue states exporting weapons of mass destruction.
The issue is top of the agenda at the talks between the US and
Australia, as well as European and Japanese officials.
The group will discuss United States plans in particular to interdict
North Korean ships and planes.
Mr Downer says discussions are in the early stages but that Australia
has not discounted a military involvement.
"We haven't turned up to the table at the meetings and said 'by the
way the Australian military would never have under any circumstance
any involvement in this sort of processes'," he said.
Labor's Foreign Affairs spokesman Kevin Rudd says Mr Downer should be
more cautious.
"I think Mr Downer's language on this today has been loose and
irresponsible," he said.
"It's much more important to establish precisely what international
law provides and what precisely the United States may be proposing by
way of any changes to international law.
"But for Mr Downer to run off at the mouth and to begin speculating
about the possible future deployment of Australian naval and air
capabilities in some future, unspecified interdiction role against the
North Koreans is getting way ahead of himself."
Threat
US Under Secretary for Arms Control John Bolton says the meeting
should act as a threat to the trade in missiles and weapons of mass
destruction.
"We want to send the word to the rogue states that we're going to take
more effective action," Mr Bolton said.
Mr Bolton says Australia can join in intercepting ships and planes to
stop the weapons trade.
"We see countries like Australia that have the capacity to share
information with the US and others and to take military steps on the
high seas or in their own territorial waters or airspace," he said.
The latest claim from US intelligence, reported by Time magazine, is
of six flights from North Korea to Iran in recent months, as part of a
trade in missiles.
"We want to be prudent about this but the North Koreans have to
understand they will not be allowed to ship weapons of mass
destruction free of risk," he said.
