Al-Qaeda working on chemical-biological attack, UN says
The only thing stopping al-Qaeda from carrying out a deadly chemical
or biological attack is a lack of technical know-how, a new UN experts
report said.
The report also paints a bleak picture of international efforts to
clamp down on Osama bin Laden's al-Qaeda network, which it said is
attracting young Muslims worldwide who are finding an "ideal battle
ground" in Iraq.
"They have already taken the decision to use chemical and bio-weapons
in forthcoming attacks," the report said. "The only restraint they are
facing is the technical complexity to operate them properly and
effectively."
The report, issued by an expert group set up by the UN Security
Council, said sanctions against al-Qaeda and Afghanistan's ousted
Taliban regime are proving difficult to fully implement.
It said the groups are finding their way around the restrictions,
which include a freeze on assets, a travel ban and an arms embargo.
"Many of al-Qaeda's sources of funding have not yet been uncovered or
blocked," it said. "Al-Qaeda continues to have access to funds through
charities, deep-pocket donors and from business and criminal
activities, including the drug trade."
The report comes as Chile's UN ambassador Heraldo Munoz, who heads the
council committee supervising the sanctions, was preparing to lead a
mission later Monday to visit Pakistan, Saudi Arabia and other
nations.
The panel concluded that many nations are not taking the steps needed
to crack down on terror groups and called on the UN Security Council
to pass a new resolution that would compel nations to comply.
"The risk of al-Qaeda acquiring and using weapons of mass
destruction... continues to grow," it said.
"Without a much tougher and more comprehensive resolution... little or
no progress will be achieved with regard to the sanctions regime
imposed on Osama bin Laden, al-Qaeda, the Taliban, their associates
and associated entities."
Regarding the arms embargo, it said, many nations "have refused to
disclose any information," fearing such disclosures could compromise
their national security.
The experts underlined that Iraq in particular is "fertile ground" for
al-Qaeda, and said that their earlier report had only seen the network
as a loose grouping of Islamic extremist organisations.
"Al-Qaeda also has to be seen as an ideology to which many young
Muslims are being drawn... (and) which must be viewed with great
concern," they said.
"Iraq is readily accessible to followers of al-Qaeda. With such large
numbers of foreign and non-Muslim troops involved, it is proving to be
an ideal battleground for followers" of bin Laden, it said.
