The decision is said to come by spring. The European Commission has
announced on their website a few months ago about their desires. The
timing of the decision is well planned.

China is a vast market and the military is almost half of its yearly
spending budget. CNN reported Jan 24, 2004 that "China's military has
been moving quickly to modernize, fueled by the country's booming
economy. A Pentagon report in 2002 warned China was intent on
developing a vastly more potent military, with its training focusing
more on America as an enemy."

"Last fall, German Chancellor Gerhard Schroeder [ Lemesurier's X. 72.
Interpretation: Roi deux/1/2] , on a visit to China, said France and
Germany wanted the embargo gone."

In the '90s, Bill Clinton opened his markets to China defraying
munitions list weaponry and high-technology to China. China North West
an arm of the Chinese military has heavily been working with American
manufactures in the '90s to acquire thermonuclear warfare technology.
Bill Clinton silently signed an executive order to allow many U.S.
aerospace and military companies to do business with North West
Company. China therefore did not have to rely on technology of
European Union. This has changed.

In contrast, President George Bush has put a stop to all business
dealings with companies that are linked to the Chinese military like
North West Co. The economy has suffered for it. The Chinese have had
to look elsewhere. There are other motives for the European Union to
get the business from China. First, China has much money that they are
making off of trade in the United States. Second the Chinese military
is hurting now that President Bush has stopped the defrayment of
weapons and high - technology. Thirdly, The European Union is a tough
crisis financially at the moment and this could infuse some much
needed cash into their coffers.


In history, Prodi opened up Italy to Capitalism, which helped him,
balancing its country's budget. This deal could have the same affect
as his past choices of using a capitalistic ploy to stimulate the
economy.

The political spin will come out as: "For its part, however, China
responded by saying relations with the EU "now are better than any
time in history" and that ending the arms ban can only make things
better." The CNN report said.

The decision will come as planned during the American presidential bid
run, so as to decrease the headlines in the American media. The
results keep showing the resurrection of China or as some intelligent
history buffs would put it -resuscitation ( i.e. the return of the
'men from the east' to western civilization).
