John Kerry made one point emphatically clear in accepting the Democratic =
presidential nomination: He'd lead the U.S. to war only if the country =
faced a real and imminent threat. While Kerry never said so directly, =
listeners were justified in concluding that he would not have invaded =
Iraq, a country that, it turned out, had no weapons of mass destruction =
and thus was not an imminent threat.=20
Well, listeners were wrong. Or, at least, we think they were, because =
the yes-no-maybe senator continues to confound on the subject of Iraq. =
Asked whether he would have voted to give President Bush the okay for =
war had he known that Saddam Hussein had no WMD, Kerry on Monday =
responded, "Yes, I would have voted for the authority. I believe it was =
the right authority for a President to have."=20
Now, Kerry surely has the intellectual dexterity to reconcile his two =
positions. He could say, for example, that he would have voted to give =
the President war authority only in the expectation that Bush would have =
used it to build an international coalition. But why inflict such mental =
gymnastics on the public when all anyone wants is the answer to a =
question central to the election: Do you, Mr. Kerry, believe the U.S. =
was right to invade Iraq, WMD or no WMD?=20
Clarity from Kerry is crucial because the country needs to understand =
the circumstances under which he would fight and to gauge his commitment =
to the war at hand. There, too, he has given mixed signals - and =
dangerous ones. After the convention, Kerry said he would bring =
substantial numbers of troops home by the end of his term. On Monday, he =
predicted that, under the right circumstances, he could begin the =
process within six months, if elected.=20
Those kinds of statements must be music to the ears of radical cleric =
Moqtada al-Sadr and insurgents battling coalition forces, =
notwithstanding all the Kerry camp's subsequent caveats about first =
having to achieve stability, international support and elections. The =
al-Sadrs of the world could well be thinking that they're beginning to =
see the light at the end of the tunnel.=20
