That's one question twisted very well. What do you mean by "focus"?
Are there any sites that describe other sites' services? Are there
any sites that provide servises? Are there any sites working based
on services? What in your question is "developed primarily in C++"?

Besides, how the hell should we know? This is a language newsgroup,
not a web development newsgroup. Look in 'comp.infosystems.www.*'
hierarchy, why doncha.
